Luís Vargas has a degree in Industrial Design from IADE and a master's degree in Engineering Design from Instituto Superior Técnico. He was a researcher at IN+ Center for Innovation, Technology and Policy Research, and at ISR - Institute of Systems and Robotics.

He worked as an industrial designer at YDreams and headed the company's industrial design department in Portugal and Brazil. He co-founded the advertising agency Fisherman, where he worked as a designer and software developer, and was a product development consultant for several MedTech start-ups in Switzerland.

He currently coordinates software development activities at CoLABOR and works as a consultant for various organizations.
