Summary
The Inequalities Toolkit that CoLABOR is developing in conjunction with PLANAPP is a qualitative tool for multidimensional analysis of the impacts of public policies on this phenomenon. This model or analysis grid will consist of a review and systematization of the causal processes and interconnections between the various dimensions and mechanisms or dynamics of inequality. It is therefore a theoretically informed analysis model based on the available empirical evidence. This analysis model will serve as a systematic qualitative tool from which it will be possible to roughly anticipate the potential impacts of public policies on inequalities. The ex-ante analysis will make it possible to map the domains and/or types of inequality impacted by public policies, to indicate the direction of this impact, but also to understand the interconnections between the dimensions of inequality covered by the policies. This exercise, theoretically informed and based on the available empirical evidence, will therefore make it possible to comprehensively define expected scenarios of the impact of public policies on inequalities.
