Summary
The Foundation for European Progressive Studies (FEPS), the Friedrich Ebert Stiftung (FES) and the Institut Emile Vandervelde (IEV), in collaboration with leading knowledge organizations, have created a structured network of experts to monitor the implementation of National Recovery and Resilience Plans and assess their impact on key social outcomes. This network, known as Recovery Watch, functions as an observatory and produces specific publications and expertise in different countries. Its main objective is to evaluate the social aspects of national recovery plans, including an analysis of public spending on the digital and ecological transition. The project aims to monitor the distributional effects of EU spending through Next Generation EU and the policies outlined in the national recovery plans. In doing so, it provides evidence-based information to improve the implementation of these plans and guide progressive policy-making at local and European level.

The project does not aim to monitor all the National Recovery Plans or follow up on the implementation of all the measures. Instead, it focuses on areas that are of particular relevance to the progressive community and EU policymaking. The research focuses on three main areas: climate action, digital transition and welfare measures.

CoLABOR is responsible for drawing up a comprehensive report assessing the implementation of the amendments to the National Recovery and Resilience Plans (NRRP) related to the RePower EU plan. This initiative, launched by the European Commission following the invasion of Ukraine, aims to promote the adoption of renewable energy sources, improve energy efficiency and strengthen European energy security by diversifying energy supplies, reducing dependence on Russian energy imports and promoting cooperation between EU member states. Additionally, CoLABOR's involvement in FEPS Recovery Watch includes participating in private and public events, discussing and reviewing reports on various topics such as digitalization, economic governance and the green transition, which are prepared by Recovery Watch partners, as well as disseminating the project's findings.
